You play as Avitor, a benevolent god who was ordered by the Celestial court to be destructive as punishment for dodging taxes. The game-play is based around getting given a random assortment of disasters that you have to use and destroy a city with. The objective is to get as little kills as possible, though for the prototype, it's a sandbox, do whatever you want.
